House of Representatives Committee on Health Applauds Jigawa State’s Transformative Strides in Primary Health Care During Oversight Mission
The Committee on Health of the House of Representatives of the Federal Republic of Nigeria undertook an extensive two-day oversight mission to Jigawa State, aimed at scrutinizing, evaluating, and reinforcing the implementation of the Basic Health Care Provision Fund (BHCPF) at ward-level health facilities.
The distinguished members of the committee, under the leadership of their Chairman, Hon. Amos Gwamna Magaji, assessed critical elements including the procurement of medicines, deployment of medical equipment, infrastructural upgrades, and overall service delivery mechanisms, recognizing that the fund is disbursed directly from the Federal Government through the constitutionally earmarked 1% Consolidated Revenue Fund.
Upon their arrival, the committee convened at the Ministry of Health, where they were cordially received by the Honourable Commissioner of Health, Dr. Abdullahi Muhammad Kainuwa. They subsequently engaged in a strategic dialogue with key stakeholders to deliberate on progress, challenges, and future priorities within the state’s health sector.
Guided by the Executive Secretary of the Jigawa State Primary Health Care Development Agency (JSPHCDA), Dr. Shehu Sambo, the committee conducted a comprehensive field inspection of two pivotal ward-level health facilities — Madobi PHC in Dutse LGA and Andaza PHC in Kiyawa LGA — to appraise the quality, efficiency, and impact of services being delivered at the grassroots.
In attendance during these facility inspections were the Executive Secretary of the Jigawa State Contributory Health Care Management Agency (JICHMA); the PHC Director, Alhaji Hassan Shuaibu Kwalam; the Director of Planning, Research, Statistics, Monitoring and Evaluation, Alhaji Yusuf Bashir Hakimi; and the Director of Administration and Finance, Alhaji Ya’u Sani Kazaure; as well as the PHC Managers and other LGA team members of Dutse and Kiyawa LGAs.
The committee expressed profound satisfaction with the standards observed, commending the unwavering commitment of all health stakeholders and the visionary leadership of His Excellency, Malam Umar A. Namadi, FCA, whose administration has championed progressive health reforms and monumental investments in Primary Health Care (PHC).
On the second day of the mission, the committee, led to the Government House by the Honourable Commissioner of Health, Dr. Abdullahi Muhammad Kainuwa, held a high-level engagement with the Executive Governor. They briefed him on their findings, lauded his administration’s transformative interventions in the state’s health sector, and presented strategic recommendations aimed at further strengthening PHC systems, ensuring resilience, and achieving universal health coverage.
In his address, His Excellency Malam Umar A. Namadi, FCA, extended a warm and statesmanlike reception, reiterating his administration’s unwavering resolve to sustain and expand health investments, with 15% of the 2025 budget dedicated exclusively to the health sector. He further highlighted an array of innovative programmes and strategic interventions designed to enhance the availability, accessibility, affordability, and quality of PHC services for individuals, families, and communities across Jigawa State.
Present at this high-level engagement were the Chief of Staff to the Governor, Alhaji Mustapha Makama Kiyawa; Honourable Commissioners; the Technical Advisor to the Governor on Health, Alhaji Isah Surajo; Special Advisors and Assistants; the Permanent Secretary of the Ministry of Health, Dr. Kabiru Ibrahim; the Executive Secretary of JSPHCDA, Dr. Shehu Sambo; Directors; and other senior government officials.
The House Committee on Health reaffirmed its legislative commitment to supporting progressive policies, mobilizing resources, and championing initiatives that will fortify Primary Health Care services nationwide. The Jigawa State experience stands as a model of innovation, accountability, and people-centered governance in Nigeria’s healthcare landscape.
